Here is a number most Hong Kong owners do not know: since November 2024, replying to a customer on WhatsApp has been free. On 1 October 2026, that stops. Meta announced on 1 July 2026 that it will begin charging per message for the replies you send inside the 24-hour customer service window.
If you are pricing a WhatsApp AI assistant right now, that single date changes the arithmetic. This page lays out what you will actually pay, where quotes hide money, and who should not buy at all.
How Much Does a WhatsApp AI Assistant Cost in Hong Kong?
A WhatsApp AI assistant in Hong Kong costs money on three separate meters: Meta's messaging fees, your platform provider's fee, and the AI layer itself. For a small Hong Kong business, published market figures put platform fees between HK$1,200 and HK$8,000 per month, with Meta's messaging fees usually the smaller line.
Most quotes only show you one of those three meters. That is why the bill in month four surprises people.
Here is a documented example of how badly it can diverge. imBee, a Hong Kong messaging platform, published the case of a Mong Kok money lender who signed at what looked like a HK$1,800 monthly platform fee and was invoiced HK$12,400 by month three. imBee's own conclusion was that the provider had not overcharged. The buyer simply did not understand the layers.
So before you compare vendors, learn the three meters.
What Does Meta Charge, and What Changes on 1 October 2026?
Meta charges by message category, not by AI usage. There are four categories: Marketing, Utility, Authentication, and Service. Marketing is by far the most expensive. Service messages, your replies inside the 24-hour window after a customer writes to you, have been free since November 2024 and become chargeable on 1 October 2026.
The four categories, in plain terms:
- Marketing. Promotions, offers, re-engagement blasts. The highest rate in every market, and the line HK buyers most often underestimate.
- Utility. Order confirmations, appointment reminders, delivery notices, anything tied to something the customer actually did. Priced well below Marketing.
- Authentication. One-time login codes. Low rate, lighter template approval.
- Service. Your replies inside the 24-hour window after the customer messages first. Free today. Chargeable from 1 October 2026.
Three details about the October change matter for budgeting.
Service messages will be billed per message, at the same per-message rate Meta already applies to Utility and Authentication templates in your market, according to industry summaries of Meta's 1 July 2026 announcement.
There is no volume discount on Service. Whether you send 100 or 100,000 in a month, the per-message rate stays flat. Every other category tiers; this one does not.
The rates are not published yet. Meta has said the rates effective 1 October 2026, including Service rates, will be published no later than 1 September 2026. Anyone quoting you a firm October Service price today is guessing.
One thing does not change: the 72-hour free window that opens when a customer messages you from a Click-to-WhatsApp ad. Ad-driven conversations keep their free start.
For scale, here are the Hong Kong per-conversation figures published by HelloClinic, a HK clinic software provider, for the pre-2026 conversation model. They are the right order of magnitude for planning even as the billing unit shifts.
- User-initiated Service: about US$0.0150, roughly HK$0.12
- Utility: about US$0.0161, roughly HK$0.13
- Authentication: about US$0.0145, roughly HK$0.11
- Marketing: about US$0.0625, roughly HK$0.49
Note the ratio. Marketing costs roughly four times Utility. This is the single highest-leverage cost decision you will make, and it is decided by how you categorise your templates, not by which vendor you pick.
What Is the Full Cost Stack? The Extractable Numbers
Meta's fees are the floor, not the bill. Published Hong Kong market ranges for the layers on top are below. Use them to stress-test any quote you receive.
Meta messaging fees (paid to Meta, category-based)
- Charged per message for Marketing, Utility and Authentication templates today
- Service replies free until 30 September 2026, chargeable from 1 October 2026
- Rate is set by your customer's country code, not your business location
- Click-to-WhatsApp ad conversations: 72-hour free window, unchanged
Platform provider fees (paid to your Business Solution Provider)
- Monthly platform fee: HK$1,200 to HK$8,000 for small and mid-size plans; HK$20,000+ for enterprise tiers
- Markup over Meta's wholesale rate: 10% at commodity providers, 200%+ at boutique providers bundling AI or compliance
- Agent seats: HK$200 to HK$600 per seat per month
- Number hosting and onboarding: one-off HK$500 to HK$3,000, sometimes annual
The AI and integration layer
- AI assistant features as a platform add-on: HK$1,000 to HK$5,000 per month, or priced per token of usage
- Integration to your CRM, inventory or booking system: HK$2,000 to HK$6,000 per month per connector, or a one-off build at Hong Kong contractor rates of HK$80,000 to HK$200,000
- Compliance uplift where data residency or extended audit logs are required: HK$2,000 to HK$10,000 per month
The planning formula
imBee publishes a six-line model that is honest enough to reuse: monthly cost is roughly Meta messaging cost multiplied by 1.30 for provider markup, plus the platform fee, plus agents multiplied by HK$400, plus a 20% buffer on the subtotal for the AI, integration and compliance items that always appear later.

What Would a Real Hong Kong Shop Actually Pay?
Take a Mong Kok skincare retailer with three staff answering WhatsApp. Monthly volume: 1,200 inbound customer enquiries, 900 Utility messages for order and delivery updates, and 400 Marketing messages for a monthly promotion.
Working the numbers at the published HK rates and market ranges:
- Meta fees today: Service replies free, Utility roughly HK$117, Marketing roughly HK$196. Call it HK$313.
- Meta fees after 1 October 2026: those 1,200 Service replies stop being free. At the Utility per-message rate as a proxy, add roughly HK$156, taking Meta's line to about HK$469.
- Platform fee at the low end of the SME band: HK$1,200.
- Three agent seats at HK$400: HK$1,200.
- AI add-on at the low end: HK$1,000.
Monthly total in the region of HK$3,900, of which Meta's messaging fees are only about 12%. That proportion is the point of this whole page. Owners negotiate hard on Meta's rates and sign whatever platform fee is in front of them, when the platform side is where roughly 88% of the money sits.
Two further observations from the same arithmetic.
The October change is real but small for support-heavy shops. Roughly HK$156 a month in this example. It hurts far more if you reply to tens of thousands of Service messages, because there is no volume tier to soften it.
Marketing volume, not AI, is what blows up a WhatsApp bill. Doubling that 400-message promotion to 800 adds about HK$196. Doubling your inbound enquiries adds about HK$156 even after October. Growth in customers is cheap. Growth in broadcasts is not.

Buy the free WhatsApp Business app instead if you are a sole trader on up to five devices with no need for templated broadcasts, multiple agents on one number, or an audit trail. You are paying Meta nothing today and there is no reason to change that.
Talk to us if your volume is past roughly 2,000 conversations a month, more than five people touch the inbox, replies need to reach into your booking, stock or order system to be useful, or you are staring at the 1 October 2026 Service change wondering what it does to a support-heavy operation. That is the point where the cost of getting it wrong exceeds the cost of getting help.
What we will not do is quote you a monthly figure before we have seen your conversation mix. A number produced before that conversation is a sales tactic, not a price.
What Are the Honest Limitations of a WhatsApp AI Assistant?
Five constraints apply to every vendor in this market, including UD. A quote that does not mention them is incomplete.
Meta controls your marketing costs, and you do not. Meta sets rates per recipient country and adjusts them periodically. It has raised Marketing rates in some markets and cut them in others. Your WhatsApp budget has a variable in it that no provider can fix for you.
Templates need Meta approval, and that takes time. Every Marketing and Utility template needs approval, per language. If you serve customers in English, Traditional Chinese and Simplified Chinese, that is three approvals per message. Budget roughly two business days per template revision. This is schedule risk, not just cost.
Miscategorised templates cost about four times too much. If an order confirmation gets submitted as Marketing instead of Utility, you pay roughly the Marketing rate for something that should have been cheap. This is the most common self-inflicted cost error in the category, and no AI feature protects you from it.
AI cannot answer what your systems cannot tell it. An AI assistant that is not connected to your stock or booking system can be fluent and still unable to say whether an item is in stock. That connection is the integration line item above, and it is the line most often deleted from a quote to make the price look better.
General-purpose chatbots are not allowed on the channel. Meta requires AI on the WhatsApp Business Platform to run as structured, purpose-built workflows tied to a specific business outcome, rather than a raw general-purpose model wired into the chat. If a provider offers to plug a general chatbot into your WhatsApp number, that is a compliance problem, not a bargain.
What Should You Do Before 1 September 2026?
Meta publishes the October rates no later than 1 September 2026. That gives you a clear window and four things worth doing in it.
- Count your Service messages for one month. Not conversations, individual replies. This is the number that becomes chargeable in October, and almost nobody currently tracks it.
- Audit your template categories. Move everything transactional out of Marketing and into Utility. This is free to do and can cut your Meta line by more than any negotiation will.
- Ask every provider one question in writing: what is your markup over Meta's published rate for each of the four categories? A provider that will not answer in writing is telling you something.
- Route more first contact through Click-to-WhatsApp ads. The 72-hour free window survives the October change, and it is the only structural discount left in the system.
The Bottom Line for Hong Kong Owners
WhatsApp AI is not expensive because of AI. It is expensive because the bill has three meters and most quotes show one. Meta's fees are typically the smallest line, the platform fee and seats are the largest, and the integration line is the one that decides whether the assistant is useful or merely polite.
The right next step depends on your size. Under 500 conversations a month, buy a thin subscription and keep your money. Past 2,000 conversations with systems that need connecting, get the deployment scoped properly by someone who will show you all three meters before quoting.
Either way, count your Service messages this month. In October they stop being free, and the owners who measured first will be the ones who are not surprised.
