You are deciding whether to license Microsoft 365 Copilot or Google Gemini Enterprise across your organisation. Both list at US$30 per user per month. That number is where the comparison starts, not where it ends. Here is what the decision actually turns on.
How much does Microsoft 365 Copilot cost?
Microsoft 365 Copilot Enterprise is US$30 per user per month on an annual commitment, which is US$360 per user per year. It is an add-on licence and cannot be bought alone. You need a qualifying base licence: Microsoft 365 E3, E5, Business Standard or Business Premium.
The all-in figure is the one that matters at budget time. With the July 2026 base-suite prices, the fully loaded cost lands at roughly US$69 per seat per month on Microsoft 365 E3 with Teams, or US$90 on E5.
There is also Microsoft 365 Copilot Business at US$18 per user per month promotionally, with a standard price of US$21, available through 31 December 2026. That tier is aimed at smaller organisations and does not carry the full enterprise capability set.
For a 200-seat Hong Kong company already on E3, the incremental Copilot spend alone is around US$72,000 a year before any change management, training or integration work.
How much does Gemini Enterprise cost?
Gemini Enterprise Standard is US$30 per user per month on a 12-month term, or US$35 month-to-month. Unlike Copilot, it is not stacked on top of a separate productivity suite licence, so the headline number is closer to the real number.
The current published tiers break down as follows.
--- Gemini Business: around US$21 per user per month on an annual commitment, supporting 1 to 300 seats with basic governance.
--- Gemini Enterprise Standard: US$30 per user per month annual, US$35 flex. Includes company-wide search across your content, a selected set of data connections, media creation, basic agent controls and 30 GiB of storage per user.
--- Gemini Enterprise Plus: roughly US$50 to US$60 per user per month on an annual commitment.
--- Gemini Enterprise Frontline: a cheaper, usage-capped tier for deskless workers, sold in blocks of 150 seats or more.
Annual commitment runs roughly 17% cheaper than flexible month-to-month across the tiers.
What costs are hidden in the Gemini seat price?
Agent compute is metered separately and does not come out of the seat fee. Google provides free monthly tiers of the first 50 vCPU-hours of Agent Compute, the first 100 gibibyte-hours of Agent Memory and the first 1 gibibyte-month of Agent Storage. Past those thresholds, charges are drawn from your linked Google Cloud project at standard Vertex AI rates.
Practically, organisations running custom agents on the Plus tier should budget an additional US$15 to US$40 per active power user per month on top of the seat licence.
This matters because it changes the shape of the cost. Copilot's cost is high but predictable. Gemini's seat cost is lower for the equivalent capability, but a heavily agentic deployment adds a consumption line that grows with success.
If your finance team needs a fixed number for a three-year plan, that difference is not a footnote.
Which one is actually better?
Neither is clearly better on raw capability. Independent 2026 comparisons consistently land in the same place: the two products are close on headline capability, and the decision turns on where your data already lives, the total per-user price and your security posture, not on a feature checklist.
Where each one wins is fairly well established.
--- Copilot wins on Microsoft 365 work, meetings, and grounding answers in your own company data through Microsoft Graph, covering email, Teams, SharePoint, OneDrive and Calendar.
--- Copilot wins on inherited governance. It picks up Microsoft Purview sensitivity labels and DLP, and rides your existing Entra ID conditional access rather than requiring a parallel control plane.
--- Gemini wins on research, long documents, and image and video work.
--- Gemini wins on context capacity. The Gemini Enterprise tier offers a 2.5 million token context window, which Microsoft has not matched.
The honest summary is that a feature bake-off will not resolve this decision. Your existing estate will.
Which should a Hong Kong enterprise choose?
The verdict differs by buyer type, and the deciding variable is your current licensing position rather than any AI benchmark.
--- If you are a Microsoft E5 shop: choose Copilot. Over three years, total stack economics diverge by 30% to 45% in Microsoft's favour for E5 customers, because Purview, Entra and Intune are already paid for. Buying Gemini means either duplicating those controls or running two governance regimes.
--- If you are already on Google Workspace: choose Gemini Enterprise. The grounding advantage reverses entirely, and you avoid stacking an add-on onto a suite you do not use.
--- If you are on E3 and price-sensitive: run the numbers on the all-in US$69 figure against Gemini Enterprise Standard at US$30 plus expected compute. Gemini is materially cheaper unless the Microsoft grounding advantage is doing real work for you.
--- If your workflows are document-heavy or research-heavy: the 2.5 million token context window is a genuine operational difference, not a spec-sheet number, particularly for legal, compliance and professional services teams handling long files.
--- If you are a mixed estate: pilot both with the same 20 users on the same real tasks for six weeks, then decide on measured output rather than vendor demos.
How do you run a pilot that actually settles this?
A six-week parallel pilot with the same twenty users on the same real tasks will resolve the decision more reliably than any vendor demonstration. The design matters more than the duration, and most pilots fail because they measure enthusiasm rather than output.
Four rules make the result usable in a budget paper.
--- Pick tasks that already have a baseline. If you cannot state how long the task takes today, you will not be able to prove improvement. Contract review turnaround, ticket first-response time and monthly report preparation all work.
--- Use the same people for both tools. Splitting twenty users into two groups of ten measures the groups, not the products. Sequential exposure with the same cohort is slower but defensible.
--- Connect the tools to real data, not a sandbox. Grounding quality is the single largest differentiator between these two products, and it cannot be evaluated on sample documents.
--- Record refusals and errors, not just successes. The moment a tool produces a confidently wrong answer in a live workflow is the moment your adoption curve is decided.
Six weeks is enough for the novelty to wear off. Anything shorter measures excitement, and excitement is not a procurement input.

What this comparison does not tell you
Three limitations are worth stating plainly, because a comparison that resolves every row in one direction is an advertisement rather than an analysis.
--- Prices are US list prices and move. Hong Kong resellers, enterprise agreements and volume tiers change the real number, sometimes considerably. Treat every figure here as a starting point for negotiation, not a quotation.
--- Adoption, not licensing, decides the outcome. Both products fail identically when nobody uses them. Enterprise reviewers at 1,000-plus employee organisations make up roughly 36% of Copilot's review base, nearly double Gemini's enterprise share, which reflects installed base rather than product quality.
--- Neither product removes your compliance obligation. Under Hong Kong's Personal Data (Privacy) Ordinance you remain the data user regardless of which vendor processes the data, and the connectors you enable determine your exposure. There is also an option neither vendor will raise: for some functions, a targeted AI workforce deployment is a better fit than a per-seat assistant licence for every employee. That is a different question, and worth asking before you sign for 300 seats.
Conclusion: the right next step
If you are an E5 organisation, the three-year stack economics settle this and Copilot is the structurally correct choice. If you are on Google Workspace, Gemini Enterprise is. If you are anywhere in between, the licensing arithmetic is close enough that adoption planning will matter more than the vendor you pick.
What you should not do is licence an entire organisation before you know which teams will actually use it, and for what. The failure mode is not choosing the wrong vendor. It is paying for 300 seats and activating 60.
