By the end of this guide you will know exactly what ChatGPT Ads is, whether a Hong Kong business can buy a campaign today, what the platform can and cannot target, and how paid placement compares with the free alternative of being cited in ChatGPT's own answers. The short version is that one of those two options is available to you in Hong Kong right now, and the other is not.
Can a Hong Kong Business Buy ChatGPT Ads Right Now?
Not through self-service, based on what OpenAI has published. In its announcement dated 31 August 2026, OpenAI said self-service purchasing through Ads Manager was launching "across India, Europe, the Middle East, and North Africa". Hong Kong is not named in that list, and no East Asian market is.
There is a second route. OpenAI states that ChatGPT Ads are available in over 40 countries through its own Ads Solutions team and through agency and technology partners. That path exists for larger budgets handled by a salesperson, not for a shop owner with a credit card.
Worth noting for anyone tempted to work around this: geographic targeting is a feature of the platform, so an advertiser buying through a partner in an eligible market can still direct campaigns at particular locations. The barrier is the account, not the audience.
The practical answer for most Hong Kong SMEs in September 2026 is therefore: you cannot buy this yet, but you should assume you will be able to within a year, and you should know what it is before that day arrives.
How Big Is ChatGPT Ads and Who Is Already Buying?
OpenAI reports that ChatGPT Ads passed US$1 billion in annualised revenue run rate in under 200 days from launch. That figure comes from OpenAI's own 31 August 2026 announcement, which also states the platform is used by tens of thousands of advertisers and supported by more than 50 technology and measurement partners.
The audience number behind that is the part a small business should notice. OpenAI describes an advertising-supported free tier helping keep ChatGPT available to more than one billion weekly active users.
Small businesses are not a footnote in this. OpenAI states that the introduction of Ads Manager in May 2026 opened the platform to small and medium-sized businesses, which "now represent a material share of the business".
The shape of the advertiser base has changed as well. OpenAI describes starting with a managed-sales, agency and partner-led model, then broadening the ecosystem, which is the normal path an ad platform takes from large accounts down to small ones.
Two performance figures are published, and both should be read as examples rather than benchmarks. OpenAI cites an ecommerce advertiser reaching a 3x return on ad spend across 28 days, and a technology partner reporting that more than 80% of ad-driven ChatGPT traffic came from new customers.
What Do You Actually Get When You Buy a ChatGPT Ad?
You get a clearly labelled sponsored placement shown beside an answer, matched to the topic of the conversation, with standard performance advertising controls. The facts below are drawn from OpenAI's published ads announcements of 9 February and 31 August 2026.
Where ads appear
--- Logged-in adult users on the Free and Go tiers only.
--- Plus, Pro, Business, Enterprise and Education tiers carry no ads. Anyone paying for ChatGPT will not see your campaign.
--- Ads are always labelled as sponsored and visually separated from the answer.
Buying and measurement
--- CPC and outcome-optimised bidding account for the majority of campaigns.
--- Pixel and Conversions API are the measurement foundations.
--- Product feeds, platform and geographic targeting, and custom audiences are supported.
Limits you cannot buy around
--- No ads are shown to users OpenAI identifies or predicts to be under 18.
--- Ads are not eligible to appear near sensitive or regulated topics including health, mental health and politics.
--- Advertisers receive only aggregate performance data, never chats, chat history, memories or personal details.
--- OpenAI states that advertising does not influence the answers ChatGPT gives.
That last point is the one that decides your strategy, and it deserves stating plainly: buying an ad does not make ChatGPT recommend you.
What Does a ChatGPT Ad Look Like to the Customer?
It appears as a sponsored card underneath or beside the answer, matched to what the person is currently discussing. OpenAI's own worked example is a user planning a potluck who then sees a clearly labelled sponsored listing from a grocery brand, showing a product with its price and cook time.
The matching logic is stated plainly by OpenAI. During the test, the ad shown is selected by matching advertiser submissions against the topic of the conversation, the user's past chats, and their previous interactions with ads. Depending on the country and the user's settings, broader context from their ChatGPT experience may also be used.
Users can dismiss an ad, give feedback, see why a particular ad was shown, delete their ad data in one tap, and switch off ad personalisation.
There is one control that matters for your reach forecasting: OpenAI states that Free tier users can opt out of ads entirely in exchange for fewer daily messages. Some portion of the free audience will take that trade.
Paid Placement or Organic Citation: Which Should a Hong Kong SME Choose?
They are not competing options, because they buy different things. A paid ad buys a labelled box next to the answer. Organic citation puts your business inside the answer itself, in the sentence where ChatGPT says what it recommends.
Judge them on the same four criteria.
Availability in Hong Kong. Organic citation is available today and always has been, because it depends on your own website and the sources that describe your business. Self-service ads are not yet available here.
Cost shape. Ads are a recurring media spend that stops working the day you stop paying. Citation work is closer to a one-off fix of your public information, with periodic maintenance.
Speed. Ads win here decisively. A campaign runs the day it is approved. Changing how AI assistants describe your business is measured in weeks, because the assistants have to re-read your sources.
Trust. Ads are labelled as advertising, and readers discount them accordingly. A citation inside the answer carries the assistant's own credibility.
A fifth criterion applies only to citation, and it is the reason the two are worth doing together rather than choosing between them. Everything that makes an assistant able to describe your business accurately, a clear services page, consistent pricing information, a real address, published answers to the questions customers ask, also improves the landing page an ad would send people to. The work is not wasted either way.
The verdict by buyer type.
--- A Hong Kong retailer or restaurant with no urgent launch: start with organic citation. Paid is not purchasable here yet, so there is no decision to delay.
--- An exporter or e-commerce seller with customers in Europe, India or the Middle East: both are live for you. Run ads in those markets and fix your citations at the same time.
--- A professional services firm selling on reputation: weight heavily toward citation. A labelled ad does less for an accountant or a law practice than being the name the assistant offers unprompted.
--- A business with a dated launch and a budget: paid ads, through an agency partner, are the only channel here that moves on your timeline.
Where ChatGPT Ads Is the Weaker Choice
An honest list matters more than a sales pitch, because four of these limitations will stop some businesses entirely. None of them is a reason to dismiss the platform, and all of them are reasons to check before committing budget.
--- Your buyers may be on the wrong tier. B2B buyers, developers and corporate staff disproportionately sit on Plus, Business or Enterprise plans, and those plans show no ads at all. If you sell to businesses, a large share of your market is unreachable by this channel.
--- Regulated categories are excluded. Clinics, mental health services and anything political cannot appear near those topics.
--- The channel is young. The first test began on 9 February 2026. Benchmarks for cost per click and conversion rate in Asian markets are not yet publicly established, so early budgets are experiments.
--- An ad does not change the answer. OpenAI is explicit on this. If ChatGPT currently recommends your competitor, buying ads leaves that recommendation intact.
The same honesty applies to the alternative. Working on organic citation guarantees nothing either. There is no placement to buy, no position to hold, and no invoice you can point at to prove it worked. What it does is remove the reasons an assistant has for leaving you out.
What Is the Right Next Step This Month?
Find out what ChatGPT, Claude and Gemini currently say about your business, before you spend anything on either option. That single check tells you whether you have a visibility problem, a reputation problem, or no problem at all.
Ask each assistant the question your customer would ask, in their words and with their constraints, such as "which company in Hong Kong should I use for X, and why". Then read whether you appear, who does appear instead, and what the assistant says about you.
Write down what you find. The value of doing this now, before the channel opens in Hong Kong, is that you get a baseline. When ads do arrive and you start spending, a baseline is the only way to tell whether the money changed anything.
If you are not in the answer, an ad budget in a market where you cannot yet buy ads is not the fix. The fix is the information the assistant reads.
