Many Hong Kong travel agency owners believe AI is basically free. After all, a customer can open ChatGPT on the MTR and get a five-day Osaka itinerary in thirty seconds without paying a cent.
That belief is half right, and the wrong half is expensive. The free tools help travellers plan. They do not answer your WhatsApp at midnight, log a booking, track a commission or put your licence number on an advert. The tools that do those jobs cost money, and the prices vary more than most owners expect.
This page puts real October 2026 prices side by side, works out three monthly budgets in Hong Kong dollars, and says plainly where each option falls short. Prices below are in US dollars unless stated, converted at HK$7.8.
How much do AI tools cost a Hong Kong travel agency in 2026?
A small Hong Kong travel agency typically spends between about HK$400 and HK$7,000 a month on AI-enabled tools. A one-person agency using an AI travel CRM and one ChatGPT Business seat pays about HK$406. A ten-consultant agency with an all-in-one platform, an AI WhatsApp inbox and team AI seats pays roughly HK$7,000, before messaging fees.
The spread comes from three things: how many staff need a seat, whether you need a shared WhatsApp inbox, and whether you pay monthly or annually. Annual billing cuts most of these prices by 15% to 30%.
October 2026 price list (extractable facts)
--- Tern (all-in-one travel advisor platform with AI): US$49 per seat per month on monthly billing, US$35 per seat on quarterly or annual billing. Includes CRM, itineraries, AI Assist and an AI notetaker. Included AI usage limits apply from 1 July 2026, with an optional Tern Pro add-on for heavier use. Free trial available. --- TravelJoy (travel CRM): Starter US$19 a month, limited to 12 trips a year. Pro US$39 a month, or US$32 a month billed annually (US$384 a year), with unlimited trips and paid team seats. 7-day free trial. Source: third-party pricing review citing TravelJoy, May 2026.
--- Travefy (itinerary builder): US$39 per user per month billed monthly, or US$31 billed annually. Teams of 10 are quoted individually. Source: Capterra listing.
--- SleekFlow (AI omnichannel inbox for WhatsApp, Instagram and Messenger): US pricing page lists Pro at US$149 and Premium at US$349 a month; the ASEAN page lists Pro at US$99 and Premium at US$299. A 2026 third-party breakdown puts the AI-inclusive versions higher, for example Premium at US$399 monthly or US$349 annually. Extra seats and contact overages are not published.
--- Wati (WhatsApp Business API), Hong Kong pricing: Growth HK$899 a month, Pro HK$2,499, Business HK$7,999, with WhatsApp conversation charges on top.
--- ChatGPT Business: US$25 per seat per month, or US$20 billed annually.
--- Free consumer planners (ChatGPT free tier, Mindtrip, Layla): no cost, but built for travellers, not for running an agency.
What does each type of AI tool actually do for a travel agency?
Travel AI tools fall into three groups. Agency platforms such as Tern, TravelJoy and Travefy manage clients, itineraries and bookings. Messaging tools such as SleekFlow and Wati run a shared WhatsApp inbox with AI replies. General assistants such as ChatGPT Business draft copy and research. Most agencies need one from the first group before anything else.
Agency platforms
These replace spreadsheets and email threads. A consultant builds a branded itinerary, stores client passport expiry dates and preferences, sends a proposal and tracks commission when the booking pays out. Tern's own pricing page says it replaces a CRM, scheduler, itinerary builder, forms and back-office tools in one subscription.
Messaging and WhatsApp tools
Hong Kong customers enquire on WhatsApp first. These tools let several staff answer one business number, tag enquiries by destination, and let an AI bot reply to simple questions, such as visa basics or office hours, before handing over to a human. Travel Expert Group, a listed Hong Kong travel brand, reported in a SleekFlow case study that merging six separate inboxes tripled inbound enquiries and cut response time by 25%. Those figures are vendor-published.
General AI assistants
ChatGPT Business and similar tools write tour descriptions, translate itineraries into Chinese and English, and summarise supplier terms. They do not log in to your booking system or reply to customers on their own.
What do three realistic tool stacks cost per month?
Three typical setups: a solo agency at about HK$406 a month, a five-consultant agency at about HK$3,044 a month plus WhatsApp charges, and a ten-consultant agency at about HK$7,012 a month. Annually, that is roughly HK$4,900, HK$36,500 and HK$84,100. All three assume annual billing where available.
--- Stack A, solo or two-person agency: TravelJoy Pro annual (US$32) plus one ChatGPT Business seat annual (US$20) equals US$52, about HK$406 a month. Customer chat stays on the free WhatsApp Business app.
--- Stack B, five consultants: Tern annual for five seats (US$175) plus five ChatGPT Business seats (US$100) equals US$275, about HK$2,145, plus Wati Growth (HK$899). Total about HK$3,044 a month, plus WhatsApp conversation fees.
--- Stack C, ten consultants with an AI inbox: Tern annual for ten seats (US$350) plus SleekFlow Premium with AI on annual billing (US$349) plus ten ChatGPT Business seats (US$200) equals US$899, about HK$7,012 a month, before seat overages and messaging fees.
Messaging fees matter more than most owners expect. The WhatsApp Business API charges for many business messages on top of the tool subscription, so a busy enquiry line or a promotional broadcast can add a noticeable amount each month. We break that down in what a WhatsApp AI assistant really costs in Hong Kong.
What are the limitations of these tools for Hong Kong agencies?
The main limitations are that most agency platforms are built for North American advisors, AI usage caps now apply on some plans, chat tool prices change by region and add-ons, consumer planners can invent facts, and none of them makes your adverts compliant with Hong Kong's Travel Industry Ordinance automatically. Each one needs checking before you sign.
--- Built for another market. Tern, TravelJoy and Travefy are US-focused. Ask whether they support Traditional Chinese itineraries, HKD invoicing and the suppliers you actually book with, before migrating client data.
--- AI usage caps. Tern introduced included AI usage limits from 1 July 2026. Heavy users may need the paid Tern Pro add-on, so test with a full month of real work.
--- Moving prices. SleekFlow shows different prices to different regions, and AI features cost extra. Get a written Hong Kong quote that includes seats, contacts and AI.
--- Invented details. Free trip planners can suggest hotels that have closed or prices that are out of date. Every fact still needs a human check before it reaches a client.
--- Licence numbers in adverts. Section 164 of the Travel Industry Ordinance (Cap. 634) makes it an offence to publish an advertisement for a licensed travel agent's services that does not clearly state the licence number. If AI drafts your Facebook posts or WhatsApp broadcasts, add the licence number to every template.
--- Personal data. Passport numbers and travel dates are sensitive. Under the Personal Data (Privacy) Ordinance, you remain responsible when a US-hosted tool stores them.
Where does an AI employee fit, and where does software win?
Agency software wins at structured work: itineraries, commissions, invoices and back office. An AI employee fits the people-shaped gaps those tools leave, such as answering WhatsApp enquiries in Cantonese at 11pm, chasing unpaid deposits, and sending visa and departure reminders. Most growing agencies end up needing both, not one instead of the other.
Be honest about the overlap. If your agency has two consultants and twenty enquiries a week, a TravelJoy subscription and the free WhatsApp Business app may be all you need. An AI employee would be overkill.
The calculation changes when enquiries arrive faster than people can reply. Long-haul customers message after work, during typhoon disruptions everyone messages at once, and Japan season fills the inbox for weeks. That is where UD's AI Staff Solution is designed to help: an AI customer-service or admin employee that works alongside your existing software, replies in Cantonese, English or Mandarin, and hands complex bookings to a consultant.
UD does not publish a single list price for AI employees. Pricing is quoted per role after a free assessment, so compare it against the cost of the extra part-time hire you would otherwise need, not against a US$35 software seat.
Which option should your travel agency choose?
Solo and two-person agencies should start with one travel CRM and one AI assistant seat, around HK$400 a month. Agencies with three to ten consultants benefit most from an all-in-one platform plus a shared WhatsApp inbox. Agencies drowning in after-hours enquiries should add an AI employee only after the basic software is working.
--- Under 20 enquiries a week: TravelJoy Pro or Travefy, plus ChatGPT Business. Buy nothing else yet.
--- 3 to 10 consultants, shared number: Tern for the team, plus Wati or SleekFlow for WhatsApp.
--- Heavy WhatsApp volume, evenings and peak seasons: the stack above, plus an AI employee for first replies and follow-ups.
--- Mostly corporate or group travel: ask for a demo of enterprise back-office tools first; per-seat consumer tools may not fit.
Is free ChatGPT enough for a travel agency?
It is enough for drafting copy and brainstorming routes. It is not enough for client records, team inboxes or commission tracking, and the free tier lacks the admin and data controls of a business plan.
Do I need the WhatsApp Business API?
Only when more than one or two people answer the same number, or you want automated replies and broadcasts. Below that, the free WhatsApp Business app works.
How long are the free trials?
TravelJoy and the self-serve SleekFlow Pro plan offer 7-day trials, and Tern offers a free trial on its pricing page. Plan your test week around a busy period so the trial sees real volume.
What is the right next step?
Write down where your agency loses the most time this month: building itineraries, answering repeat questions, or chasing payments. Fix that one problem first with the cheapest tool that solves it, run a 7-day or 14-day trial with real enquiries, and only then add the next layer.
How to run a fair 14-day trial
--- Use real enquiries. Forward last month's 20 most common customer questions into the tool and check every answer it drafts.
--- Test Chinese output. Build one Japan itinerary in Traditional Chinese and one in English, then ask a colleague to proofread both.
--- Measure one number. Track average first-reply time on WhatsApp before and during the trial. If it does not fall, the tool is not solving your problem.
--- Check the exit. Before you import client data, confirm you can export it again as a spreadsheet if you cancel.
The free planner on your customer's phone is not your competitor. A slow reply is. The agencies that win the next Japan season will be the ones that answer first and answer right.
